Methods: 30 patients with diabetic oculomotor nerve palsy are randomly divided into acupuncture group and oral western medicine group. In the acupuncture group, Chengqi, Sibai, Xiaguan, Taiyang and Touwei are selected locally; the distal part is selected as inner court, sunken Valley, Erjian, Sanjian, Hegu, Quchi, Zusanli, JieXi, Sanyinjiao (according to the four diagnosis and treatment of the patients). After getting Qi by acupuncture, the needles are kept for 20-30 minutes The oral western medicine group is given Mecobalamin tablets, one tablet a time, three times a day. Four weeks as a course of treatment, a total of three courses. Before treatment, 4 weeks, 8 weeks and 12 weeks after treatment, the treatment effect is evaluated according to blepharoplasty height, strabismus angle and visual related quality of life score. The patients are followed up for 6 months and 1 year to observe the persistence of the curative effect.

Exclusion criteria:

1. By CT, MRI or digital subtraction angiography (DSA), the diagnosis was intracranial aneurysm and brainstem
Patients with vascular disease, painful ophthalmoplegia, myasthenia gravis, intracranial tumor and other diseases that can cause oculomotor nerve palsy;
2. Patients with mental illness;
3. Patients who have serious abnormal reaction to acupuncture stimulation (such as dizziness) can not insist on acupuncture and moxibustion;
4. Patients with serious heart, liver, kidney and coagulation dysfunction.
